Implement the mixed magintude approximation protocol #1759
Description
the rotation_synthesis subpackage implements all protocols in https://arxiv.org/abs/2203.10064 except for the mixed magnitude protocol. it would be nice to implement it as well since all the needed subroutines are already implemented
