prebuild wheel for python 3.13 on windows

I noticed that cp313 prebuilt wheels exist for linux and mac, but not for windows. Is there a technical reason for that or just an oversight?

Asking because the windows CI for a package of mine where stim is an optional dependency is failing due to not being able to compile it locally.

The tests fail to pass on that OS for that version of python for a currently unknown reason. Builds breaking for no good reason make me tired, so it's been on the back-burner.
