Introduce a ModuleExportBuildItem to let extensions control --add-exports needs for the runtime #51435

A follow up to #51434 , to also control --add-exports; this should be much simplers as the various hooks and integrations have been introduced in the existing PR.
I'm spinning this task out as a follow-up as there is no immediate need for this aspect as well, but it would be nice to have it for consistency.

See #49920 - and also see if we can replace and deprecate JPMSExportBuildItem as discussed on that other PR.
