Update helpbot or instructions: bot no longer responds to commands except via the #general channel

It looks like the bot no longer responds to commands like /register when sent directly to the bot. I think this used to work before; at least the current instructions appear to indicate this.

• We need to either update our instructions to explain that /register must be done in the #general channel.
• Or we need to fix the bot to accept commands via DMs.
