FR: dir_rename()

Hi,

Thanks for yet another great package.
I was wondering if you would consider adding a `dir_rename()` or `dir_move()` function to `fs`.  

I'm trying to copy a directory to another location on another name, but `dir_copy()` doesn't allow that.
