rprofile-helpers should open project-specific `.Rprofile` if present

Since the project-specific .Rprofile overrides the user-specific .Rprofile, it would be helpful for use_devtools() and the other rprofile-helpers to open the project-level .Rprofile if it exists. Glad to PR if helpful!
