General Inquiry Flags

Sometimes people ask questions that don't really have a set answer, such as questions looking for examples of doing X, or recommended books to read, etc.

• Create a new emoji to flag those questions.
• Put them on their own tab on mentordash, so we can remove them from the question list without hiding them forever.
• Fade them out over time using the general time rule (currently 3 weeks, I think).
