Update repo description and readme file

The description for this repo is: "GUI to work with multiple ICAT and IDS servers"

and the README file is still the version from the forked topcat repo which talks about TopCAT as a GUI and has instructions for installing TopCAT.

This information needs updating now that this component is just the back end.
