My instruments view for Instrument Scientists #1776

A DLS user complained that it was difficult to find recent experiments done on their instrument as they don't appear in the my data view and the Proposal's view can't be filtered/sorted by time. After chatting with Kevin, I think the best way to resolve this would be to add a My Instrument (or for DLS "My Beamline") view.
Would need some UX thought on whether this should be a separate sidebar link, but then that's visible to all users regardless of whether they're an instrument scientist. A more targeted way would be to have some sort of button/switch/tab etc. on the My Data view that only appears if the user is an InstrumentScientist on at least one Instrument
Kind of similar to: #797 - which spawned the role selector as in that case a user wanted to filter out the experiments they were a local contact on
