Title from env config not used for / endpoint

Compare https://github.com/ral-facilities/object-storage-api/blob/develop/object_storage_api/main.py#L102-L107 with https://github.com/ral-facilities/inventory-management-system-api/blob/develop/inventory_management_system_api/main.py#L106-L111. We probably should use title instead of Title. ldap-jwt-auth also already does this.
