Update CI node version to match Dockerfile.prod

Either should modify CI to use node-version: 22, or we should match exactly using a docker file for tests.

Seems the latest LTS is now v24 as of 2 days ago. #1558 would fix this and upgrade at the same time.

Wont do that right now, it has some breaking changes and nvm is fighting be, the only way I can seem to get it to change the default version is to uninstall all others, so may be best to do scigateway at the same time.
