Publish extension so its installable

As a rancher operator,
I want to be able to install the ui extension,
So that i can have access to the CAPI functionality.

Description

We will need to follow the steps in here:

Initially we can use our own repo but ultimately we want this to be an official rancher extension.

We'll publish the chart into the repo initially and also publish the image into GHCR.
