Story

As a Rancher Operator,
I want to be able to enable, disable and configure CAPI providers
So that i customize the installation to my heads.

Description

We want to have a similar UX around enabling/disabling CAPI providers to what we have with node drivers. We also, want to enable configuring any provider specific settings (i.e. credentials for each provider).

Relates to rancher/turtles#18
