SURE-9259

Customer started the upgrade in the past and is stuck on "upgrading system services." I couldn't find relevant logs; in fact, the capi-controller pod is also not present. We tried to delete the upgrade-controller pod in the cattle-system namespace to see if that helped, but it didn't. I think the job itself has expired, and we need to trigger the upgrade somehow.
