Describe the future/missing documentation
Create a contributing page which has things like development setup so anyone can make contributions to cugraph if they are inclined. It could also act a document for setting up dev environments etc (https://github.com/rapidsai/cugraph/tree/branch-24.06/.devcontainer)
Could copy from cudf https://github.com/rapidsai/cudf/blob/branch-24.06/CONTRIBUTING.md or link to RAPIDS docs https://docs.rapids.ai/contributing
