scala-steward missing some deps

For some dependencies like scala-opentracing, we don't seem to be getting magic upgrade PRs:

There's only one opentracing PR despite many releases since 0.1.1. It's probable that upgrading will solve the "large tower of dependency Jenga" that the startup message complains about now that everything is on cats 2.x stuff, but it's also the case that we should have gotten a magic PR maybe 🤔 unless 2.3.0 was already released when we added scala-steward maybe?
