Start up notifications

Hi Rdavydov,

Im just wondering if you could implement any one of the below options,

• Disable notifications completely on startup
• Disable notifications for a configurable amount of minutes after startup
• Ignore offline streamers on startup

I'm running the Docker version on Unraid and the backup system stops all containers every night to back them up, before starting them back up again. This of course means I get a Telegram notification for every streamer I follow ( 100+ some online, some offline)
