L1 Intermittently tests hangs

While running the VTS L1 tests for TV settings module, intermittently tests hangs. This is not particular for a test case happening randomly for any test.

When added a script to check the API where its causing issue, It mainly hangs during back to back execution of Init/term.

It was suggested to add a delay between test to temporarily fix this and proceed with execution of L1
