replicated-key: isn't waiting for replication to finish

Our internal team have updated the case stating that replication failed in the eu-west-2 region due to the KMS key being unavailable at the time. We have reviewed the KMS CloudTrail events and noted the failed “GenerateDataKey” event due to the KMS key being in an unavailable state ( Still being created )
