Use npm proxy to run publish on PR #6

Our publish script is idempotent and publishes only packages that build successfully with npm so it's not too dangerous to push fixes to master. However, it'd be nice to run the same publishing script on PRs but instead of pushing to the real npm repo, push to verdaccio-powered npm proxy.
