Support http proxy

This feature enhances users' ability to configure network traffic, especially in environments where internet access is controlled or restricted by firewalls or proxies.

We would like to extend this functionality to IntelliJ IDEA, providing users with the same ability to configure and use HTTP proxies in the IntelliJ environment.
