Add JSON schema + setting for Docker Language Server ?

rcjsuen I wonder if Docker Language Server can be configured with settings?

If yes, it would be nice to fill teh settings.json file and create a settings.schema.json file

For the most language servers, I generate those 2 files with https://github.com/angelozerr/package-json-to-json-schema by using package.json from the vscode extension.

There are settings that can be configured but...

1. I have not had the time to prioritize investigating workspace/configuration and workspace/didChangeConfiguration behavioural differences between Visual Studio Code and LSP4IJ
2. many of our settings are experimental as we're still early in the life of the Docker Language Server
3. telemetry is a non-experimental setting but it can be set on startup in the initialize request so there's a workaround
