The tuned-adm code should be more robust

The code to set the tuned profile at line 172 doesn't check to make sure the tuned-adm active has succeeded. Also, the code in get_tuned_setting should be augmented to detect and differentiate between tuned not being installed and tuned not running. We're seeing cases where tuned exits mysteriously during long runs and having a very big breadcrumb to show what benchmark results shouldn't be trusted (because tuned died before they staretd) would be very helpful.
