Change send panel: list spend tx drafts and label them

Instead of:
Initiate a spending and take part of a spending buttons
we should have:

1. a list of labelled spend txs waiting for broadcast or other managers signatures, all list items must have its information viewable in a modal.
2. a button: initiate a spend
3. a form: paste a spend.

The pending spend transactions must be removed from the manager home
