Add normative rules for I extension

Starting to add normative rules that @jrgrimm11 (Jamie Grimm) identified in https://docs.google.com/spreadsheets/d/1Z4Q4LjPVHaVfelfWJ_12uGJJDMSWMTsw

Using CTP Normative Rules schema for now until @dhower-qc creates the unified schema between the CTP schema and his schema.

Note that I'm also put the anchors into the CSC fork of the ISA manual (see issue RISC-V-Certification-Steering-Committee/riscv-isa-manual#2 and branch 2-add-adoc-anchors-required-by-i-extension-normative-rules).

Changed naming scheme from a "manual:" prefix of anchor names to "norm:" to avoid duplication of existing manual:unpriv and manual:priv anchor names (that I added months ago and PRed to upstream ISA manual).
