Update info regarding Blade Icons in the docs

When following the docs about blade-ui-kit/blade-icons, it fails to generate a config file with Sage 11. Critical steps seem to be, add config directory at the root, run wp acorn package:discover, then run wp acorn vendor:publish --tag=blade-icons.
