Problems when PDF tables cells have two or more rows

Please, what could I do to solve this?
There are two rows inside one cell but there is the separator lines bellow and above the content. I've tried a lot of things but nothing really worked.

I'm having the same issue. My hope would be that both of those rows could be added together to make a single.
