Missing ros-galactic/rcutils

Seems like the best way to fix this is to generate the ebuild yourself using the superlore tool.
However, I didn't succeed to make it work yet. I'll keep you up to date if I can make it work

Issue is, there is a dependancy missing in rosdep files thus rcutils has never been compiled properly.
