build_runner not working in monorepo which mixes dart & flutter packages

I'm executing on a monorepo's inner dart package called chat_commons: dart run build_runner watch. I get:

Because chat_flutter_common requires the Flutter SDK, version solving failed.

Flutter users should use `flutter pub` instead of `dart pub`.

The I execute: flutter run build_runner watch and I get:

Target file "build_runner" not found.
