Can `translateLocalUrl` work without RStudio?

I'm trying to figure out the local URL of a running app and I happen to not be in RStudio. I've successfully used this function before and it's super helpful. I don't really understand how it works so this might be a dumb question, but could it work outside the IDE? Like command line or even another IDE?

It currently says "Error: RStudio not running"
