RINEX: replace old lli masking operations by new preprocessing methods

RINEX + Phase tracking

Develop, verify and propose functions and features around phase tracking, to help PPP processes.
Integrating the phase tracking enums in our generic Qc-traits will most likely help develop the future steps of the framework.

Phase processing has been on hold for a long time, but gnss-rtk (pending v0.8) now offers limited phase navigation

• RTK-PPP gnss-rtk#98

without phase tracking. But making progress on this topic,

• Phase Bias estimation gnss-rtk#104
• and developping a phase tracker PPP Fixing: phase tracking and CS detection gnss-rtk#101

will require to make progress on the RINEX side
