I think we can consider removing this feature unless we want to maintain it long term. The worker instance in fly also cost money to maintain, ~SGD$5/mth.

Some steps off the top of my head.

1. stop the scheduler
2. stop deploying the worker
3. remove the worker instance in fly

As to whether we want to remove the worker code entirely, we might want to consider keeping the background job set up intact. Just no workers working on jobs for now. This is so that we can bring it back some time. Hopefully some integration with something else to benefit the RubySG telegram group.
