I follow the steps http://www.sitepoint.com/forem-rails-forum-engine/ said ,but nothing happend????Only the four Home Forums Sign up Sign in and all can't be used,wait for help

What do you mean they can't be used? Could you post a screenshot of the homepage of your forem installation?

Or better, set up a reduced test case (https://css-tricks.com/reduced-test-cases/) with http://code.runnable.com/. Also, use Forem's README.md instead of that article.
