Ability to change membership tier

Now that there are multiple different tiers for developers and companies, it would make sense to allow members to change their tier at /membership as right now the only options are "update your payment method" and "cancel your membership".

I believe this also fits with the vision of letting members change their funding levels depending on what Ruby Together is up to and as their financial circumstances allow.
