feat: AE-1146 upgrade PyTorch base image to 2.8.0 with CUDA 12.8. (#28)

* feat: upgrade PyTorch base image to 2.8.0 with CUDA 12.8 and
  cuDNN 9

* fix: add uv.lock

* build: update submodule and do `make upgrade` for all others
