What cloud platform(s) should this support?

AWS, c7n

What are some key tasks that should be performed?

Check for public IP (0.0.0.0/0 or ::/0) rule in security group ${SECURITY_GROUP_ID} in AWS region ${AWS_REGION} and AWS account ${AWS_ACCOUNT}.
Check for unattached Elastic IP ${EIP_ID} in AWS region ${AWS_REGION} and AWS account ${AWS_ACCOUNT} marked for release.
