rand_sfc: redundant crates

rand_sfc was added here in #72 / #65 by @tertu-m. Meanwhile a rand_sfc crate has already been published by @sorairolake at https://github.com/sorairolake/sfc-rs.

Should we remove the implementation here?

@dhardy If you wish, I agree to transfer ownership of the rand_sfc crate to you. If you comment that you want this, I intend to add you as an owner and remove myself as an owner.

@sorairolake it would be useful if you would add me as a crate owner; no need to remove yourself however.

I haven't looked into the code enough to decide how best to merge the two code-bases and likely won't (any time soon); at some point we might want a new version (for rand_core v0.10) however.

I think the crate named rand_sfc should be owned by this project. The crate has only one public dependency, and it's owned by me. So at least for me, there is no problem with releasing https://github.com/rust-random/rngs/tree/master/rand_sfc as the rand_sfc crate. However, although unlikely, it's possible that someone else is using the existing version.

Also, I don't intend to be the author of the rand_sfc crate by this project. Is it okay to remove me from the owner?
