Use GHA to check links in current draft #1298

One option would be to use https://github.com/urlstechie/urlchecker-action to confirm that all the links in the draft / a PR are currently working. This isn't something we'd want to run on all past issues all the time (things will go stale) but for the current issue they should all work.
