Add Dockerfile and required scripts for building Docker images from any OV project #64
Description
OV servers seem to be suited for deployment in Docker containers.
Thus, a Dockerfile and some form of CMake integration, as appropriate, shall be added. They should allow to easily build a Docker image from the compiled artifacts, including ov_runtimeserver and the project's OV libraries on some minimal Linux distribution.
