Decide order of arguments targets and probs to all losses/metrics

The pytorch ordering is loss(probs, target) but I am currently doing loss(target, probs). Should probably switch to match pytorch to avoid confusion in the future.

Make sure this decision is consistent across all function definitions and calls including:
