Comparatively larger upper bold + empty lower bulb when the stream is PENDING

As per the discussion with @razgraf and @IaroslavMazur in #560, we should consider adjusting the design of the hourglass SVG in a future release of the NFT descriptor.

When the stream is PENDING:

• The upper bulb should be comparatively larger than the upper bulb when the stream is STREAMING
• The lower bulb should be empty

If and when the NFTs pick up more steam, we can reconsider this feature alongside a laundry list of other NFT-related ideas.
