Windows: Doesn't detect 2 digit minor versions

When installing with -Version 3006, the Windows Script will install version 3006.9, although version 3006.16 is available. It can't find, or doesn't understand, that 16 is greater than 9. Need to verify behavior on Linux as well. I had to fix this in the Bootstrap Script as well: saltstack/salt-bootstrap#2081
