[Bug]: FATAL FIPS FAILURE while applying highstates on salit-minion 3006 with libopenssl10

What happened?

While applying states to 3006.x salt-minions with installed libopenssl10 face the following error:

fips.c(468): OpenSSL internal error, assertion failed: FATAL FIPS SELFTEST FAILURE
Aborted (core dumped)

You've stated you are using the official rpm but this command 'venv-salt-call state.highstate' doesn't align with anything installed by our packages.
