React 19 Upgrade

Description

Upgrade React in Ramp to 19 when it is released.
19 RC was attempted as part of the work done in #618, where it was tested whether everything is bundled correctly to be consumed by another application.
This doesn't require a React upgrade to 19 from 18.3.1 the consuming applications.

Done Looks Like

• Upgrade to React 19
• Test all other dependencies work with the upgrade
• Test build process: build everything correctly without any errors
• Test the functionality of the bundled package in a consuming application (Avalon or another different application)

Dananji reviewed React 19; we do not need this functionality for the state management work, so this can wait until React 19 stabilizes. Ramp #630
