Configure publishing of artifact in the proper way

For now we publish extra artifact, for example on macos we also publish mingw, however it's already done by linux

Probably could be done via `matrix.os` and commands `publishKotlinMultiplatform...`, `publishMingwX64Publication...` in corresponding config for action
