Thanks for the tables - saved me some time. One bug:
stops table stop_lon needs to be decimal 9,6 so we can have 3 digital before the decimal.

In BART feeds, I used 13,10 (their long values are quite long!)

latitudes and longitudes should only need 5 decimal places after the dot to have sub-foot accuracy. Why should the lat and lon be measured on the femtometer scale?

Beats me. But that's the precision they are defined in BART's GTFS text files.
