Don't render the `Notes` column in reports if data in `Notes` is completely empty

Currently there is a `Notes` column which lets you add custom notes when a report is generated. Ideally if there is no data in the `Notes` column then we should skip rendering the column at all because as of now its just created wasted space (i.e. you have an entire vertical `Notes` column with no data inside of it).
