[Feature] Add Sei and Sei Testnet

Overview

This issue is to discuss adding Sei and Sei testnet to the scaffold-eth-2 repo by default.

Sei is the most used EVM chain and has native USDC, MetaMask, Etherscan, Alchemy, and many more blue chip projects supporting it, so the PR should be minimal. It's configs are exported by viem as sei and seiTestnet and has the Alchemy support needed for this.
