Extract ISPyB schema from DB and create a new dedicated module

As for now ISPyB schema is embedded in ISPyB DB. This means that it is quite difficult to change DB to another one. Definition of schema in json, idl, etc will help to avoid this issue. Schema module + its object model (e.g. OpenJPA) will allow not to depend on DB.
