EPIC: InstaQuote for Digital Storefronts #357

Story
we would like to be able to use instaquote enabled services.
there are certain services that are "instaquote enabled". these services perform as stated below:
If a researcher requests a service that matches a configured "InstaQuote Template" (which will attempt to create an estimate on behalf of a specific supplier) then that supplier is added to the request with an Estimate waiting for the researcher to review. This happens as soon as they submit the request details. Consequently this means the supplier request has not been "sent to suppliers" yet.
once the request is properly made and the estimate is automatically created, the user ought to be able to view the request and continue through the normal request process:

- Also need to figure out how we will enable instaquote for all phenovista webstore clients.
